There are several ways to reach the same Professional Review. Which one applies depends on your education, whether you are already registered, and how you have been gaining experience.

The routes converge. Whichever way you complete IPD, the review is the same.
If the answer is not obvious
Several situations genuinely sit outside a questionnaire. Contact ICE directly if you are: already registered CEng or IEng through another Engineering Council licensed institution; professionally qualified with a mutual recognition partner; a registered IntPE; a registered Professional Engineer with the Idaho State Board of Engineers; or a Senior Engineer level 2 member of the Ordem dos Engenheiros. In those cases you may be able to apply by a recognition route, or be exempt from Career Appraisal — ICE's guidance names erp@ice.org.uk for advice, and asks for your CV and the details of your professional qualification.
Similarly, if you have completed the Hong Kong Institution of Engineers Training Scheme A in the civil or geotechnical discipline and hold a qualification recognised for the CEng educational base, ICE's guidance says to apply directly for Chartered Professional Review rather than doing a Career Appraisal first.
What ICE says about choosing between routes
Institution of Civil Engineers
You cannot apply for a Career Appraisal while you are undertaking an ICE Training Agreement, or are registered on IPD Online for mentor-supported training, or are on HKIE Training Scheme A in the civil or geotechnical discipline. Contact career.appraisals@ice.org.uk for advice on your options.
If you hold no academic qualifications at all, ICE directs you to make a stage 1 application for the Technical Report Route instead.
If you are already professionally qualified elsewhere, you may be eligible to apply by a recognition route or be exempt from Career Appraisal.
EngTech MICE applicants do not need to do a Career Appraisal.
